The Land Transportation Office has announced the suspension of its administrative order that mandates sellers of used motor vehicles to report their transactions to the LTO within a five-day timeframe.

In a memorandum dated October 23, 2024, LTO chief Assistant Secretary Vigor Mendoza indicated that Administrative Order No. VDM 2024-046, titled "Guidelines for the Immediate Transfer of Ownership of Motor Vehicles with Existing Registration," will remain on hold until further notice.
Mendoza's memorandum stated, "To serve the best interests of the public and to clarify certain provisions for improved implementation, as well as to extend the compliance period and enhance information dissemination, the effectivity of AO No. VDM 2024-046... is suspended until further notice."
The memo is effective immediately, and Mendoza emphasized that non-compliance would be addressed appropriately.

The executive director has been tasked with drafting and submitting a revised administrative order, taking into account feedback from various stakeholders.
This administrative order, which also pertains to the donation or transfer of motor vehicles, was initially issued on August 30, 2024. It required the new owner of the vehicle to complete the registration and transfer of ownership with the LTO within 20 days following the transaction.
Non-compliance with the reporting and registration requirements would result in the LTO applying an appropriate alarm tag to the vehicle.
